After an Admin creates a view instance and gives it out to a user, the user
should have the ability to "enable/disable" the view instances (meaning: the
view does not load in the user's Ambari Web).
Admins should have the ability to "force" a view to be enabled (i.e. not allow
the user to enable/disable).
