Summary: After changing some some service configs components list
from "Restart required window" and component list from "Host Details page" does
not match

*STR:*
1) Deploy cluster;
2) Go to Services page->Configs tab of any service (i.e. - HDFS)
3) Change some config value (i.e. - NameNode Java heap size) and click 'Save'
*Actual result:* 'Restart required' bar contains only master components, but
appropriate client components has 'stale configs' value as true too.
*Required result:* expected, that 'Restart required' bar should contains all
appropriate service components with 'stale configs' value as true.
*Note:* after forcing reload page all info in 'Restart required' bar window
becomes correct.
