Reason: For IE 11 and above, data.toLocaleString() should be used to display
time only but not manipulate time.( In Microsoft's words: Starting in Internet
Explorer 11, toLocaleString uses Intl.NumberFormat internally to make
comparisons, which adds support for the locales and options parameters). So we
