Summary: Python client: Add all required methods for removing a
slave node

We need the ability to remove slave nodes from a cluster. To support that, we
need the following bits added to the python client:
1. The ability to stop all running components on a host.
2. The ability to set maintenance mode on host components.
3. The ability to restart components, like nagios and ganglia.
4. The ability to remove components from a host.
