When restarted all hosts in a cluster, start all services failed for the first
time. Each time, I need one or 2 times of retry if I want to start all the
services in the cluster to make sure that all the services are up.
I start all the services using following command:

"admin:admin" -i

Mostly, the failed msg happened on service check.
