When upgrading from an older version of Ambari user roles will be migrated to
user privileges.
Any user in the ADMIN role will automatically be granted the CLUSTER.OPERATE
permission on the cluster instance resource (there is currently always at most
one cluster instance).
Any user in the USER role will automatically be granted the CLUSTER.READ
permission on the cluster instance resource.
