On sign in:
1) If the user is an AMBARI.ADMIN and there is not a cluster, land on Ambari
Admin view.
2) If the user is an AMBARI.ADMIN and there is a cluster, land on the Ambari
Web app.
3) If the user is not an AMBARI.ADMIN, land on the Ambari Web app. If there is
a cluster the user has READ or OPERATE perm, land the user on that cluster
dashboard. If the user has no cluster access, or there is not a cluster, land
on Ambari Web on the Views landing page.
