Technically, this is a two-step process.
1. "Bootstrap" installs the ambari-agent package, configures
/etc/ambari-agent/conf/ambari-agent.ini, and starts up ambari-agent.
2. Once the ambari-agent is started on each host, it will take some
time for it to register itself with ambari-server.  This is the lag
that you are seeing.

So, in order to verify that all hosts are registered (i.e.,
successfully heartbeating), you need to poll /api/v1/hosts until you
see all the bootstrapped hosts there.
