Description:
When you only have 1 version of a scv, you click on the compare icon and the
list is empty.
The list should always show the versions, even the one currently being displays
(just disabled in the list). For example, if I am viewing v3 and there are 5
versions, show: v1, v2, v3, v4, v5 but the v3 line item is not enabled and
doesn't have the right-pull-over.
