It's more relevant to it's relationship/support by Ambari. 

Ambari provisions enabling certain optional features for a service. Some of the 
these features can be provisioned by Ambari only if the service itself supports 
it (Example: High availability, Kerberos Security etc). Also here there might 
be the case where service version has started supporting it but ambari is 
lagging to support that feature.

Some of the features for services in Ambari does not depend on the service's 
support but as of now have been achieved for some of the services/service 
components as per priority and pending for others (Example: Moving a master 
component from one host to another ability).

Features tag will be like a service or serviceComponent is subscribing that 
Ambari will support a set of feature for that service for that stack version.

This attribute will support inheritance for child stack and will be overridable 
in child stack.
