Hi Erin, You need to explicitly add ATS if you are upgrading from 2.0.6 to 2.1. Please see Step 13 in http://docs.hortonworks.com/HDPDocuments/Ambari-1.6.1.0/bk_upgrading_Ambari/content/ch02s03.html
