Need to confirm the following (and/or make the following work)...
1) Installable via Cluster Install (for new cluster) and Add Service (for
existing cluster).
2) BUG: Once installed, Service Actions menu should not include "Refresh
Configs" and "Download Client Configs" (since this Service has no configs).
3) BUG: Once installed, Service Actions menu should include the custom command
as defined in the custom service.
