Summary: Bigtop: use reload command to make the postgresql changes
be effective

When install postgresql server, it needs to change the configuration file. For
the changes taking effective, it restart the postgresql server. This may cause
problem if the hive metastore database runs on the same machine with ambari
server because it causes the db connection lost.
Use the reload command for the changes to take effective.
