1. During NameNode HA wizard, you should be able to increase/decrease the JNs.
Expect a minimum of 3 JNs.
2. Once HA is enabled, on the Host Details pages, the "+Add" button should
allow for adding JN component to a host that does not have JN already.
3. For a host that has a JN component, in the component "Actions" button, show
option to delete (along with start/stop).
