After merging Apache trunk with changes for Ambari support on Windows, HDP
deployment fails at Assign Masters step . Following is a summary of the issue
1. StackAdvisorRunner should use cmd.exe instead of sh shell on Windows.
2. stacks\stack_advisor.py is not getting included in the MSI package
3. No stack advisor is present in HDPWIN\2.1 (so default stack advisor will be
used).
