Ported the client configuration download chain to Windows.
+ Made the archive type OS-dependent: tar.gz in Linux, zip in Windows
+ Implemented specific archive handling
+ Fixed configuration fetching - using the configuration directly instead of
"import params"
+ Fixed path separators
+ Added missing components to the server build
+ Added ability to fine tune the Python executor from the server configuration.
Provided default configuration values.
