It might be required for certain distributions of Ambari to display an End User 
License Agreement (EULA) before setting up Ambari.
Ambari should pop-up the EULA (if available) and prompt for yes/no before 
proceeding to setup.
Essentially, when the user runs "ambari-server setup" command, if an EULA file 
is available, it should be shown.
There should be no change in behavior if no EULA file is present
