**STR**
Deploy cluster without some available services. Open Add Service Wizard
directly after deploy.
**Result**
Wizard is stuck during loading step 1 with JS error:
Uncaught Error: <DS.StateManager:ember63471> could not respond to event
setProperty in state rootState.loading.
**Workaround**
Close wizard and open it again or refresh the page before entering wizard.
