When creating an alert-notification, there should be a checkbox indicating it
is a global alert-notification. This checkbox should map to a property
{{"global": "true"}} based on if it is checked.
These global-alert-notifications will apply to all alert-groups, hence the
group editing should be disabled. Also, in the _Manage Alert Groups_ dialog,
removing of these notifications should be disabled.
