According to patch for AMBARI-8549, ClusterStackVersions/HostsStackVersions are
persisted in INSTALLED state upon creation.
Current jira scopes on the following workflow:
Cluster stack version (and host stack versions) are created in INSTALLING
state. Upon receiving a final command report for "Distribute
repositories/install packages" custom action, structured output is parsed, and
cluster/host stack versions transition either to INSTALLED or to INSTALL_FAILED
state.
