Tracking the version number of each EULA on a per-user basis is more difficult 
that we had imagined because the user preferences are applied globally, and not 
on a per-user basis.  Based on this realisation, we have opted not to store 
version numbers for the EULA and, as a consequence of that, users deploying 
stacks which have a EULA will be prompted each time that stack is installed, 
regardless of whether or not the user has previously accepted the EULA.
