When I run "Start All" action via Ambari UI (button available on Dashboard or
Services screen) HBase seems to be started when the operation finishes (there
is a green ok icon next on Hbase service link), but detailed info shows that
RegionServers were not started. On the other hand when I start just HBase
service only, HBase is started properly including RegionServers.
