1. While upgrade is happening, show a new badge in the top nav next to the
alert badge.
This upgrade badge should flicker and show:
"[gear icon] Upgrade: In Process" - when it is IN_PROGRESS
"[pause icon] Upgrade: Action Required" - when it is in HOLD state due to
manual step or failure. Upon clicking the badge, it takes the user to the
Admin > Stack and Upgrade page and launch the Upgrade Progress popup.
2. Do not include Upgrade requests in the background operation popup. Ops
badge should not be flickering while upgrade is happening.
