Changes to a WebHCat setting under
Hive -> Config -> "Advanced webhcat-site"
in Ambari should not require re-deployment of Hive services such as HiveServer2
since it doesn't affect Hive / doesn't deploy those configs to hive-site.xml
etc., only to webhcat-site.xml.
This causes needless interruptions to service via unnecessary restarts of
HiveServer2 / Hive MetaStore / MySQL.
