See YARN-3096 Ambari is providing by default
{code}yarn.scheduler.capacity.default.minimum-user-limit-percent{code}
instead of
{code}yarn.scheduler.capacity.root.default.minimum-user-limit-percent{code}
So when I changed this it didn't seem to take effect because it was the wrong 
queue path.
