If "Start and Test Services" fails in the Kerberos wizard, we show a Retry
button and have Complete button disabled. The user can click the X to dismiss
the dialog, which is a valid way to get out and try to fix. It's just not that
clear this is a valid choice.
In the case of Start and Test failure, we should give the user an option to get
out of the wizard.

If that step fails, in addition to showing the Retry button, enable the
Complete button
Also update the retry text at the top of the page
"Some services failed to start and execute tests successfully. Click Retry to
attempt again or click Complete to dismiss the wizard and fix manually."
