The rolling upgrade progress popup has a section that shows the currently
running task / failed tasks / manual step at the top (let's call this the
"current task" section).
Right now, while upgrade is happening, this section shows up, gets hidden, then
shows up again...
Let's always show this section so that it doesn't flip.
When there's no task currently in progress, we can show "Waiting to execute the
next task..."
