In move master wizard,disable security and enable HA wizard at the last step,
even if just the start services fails, Complete button is not enabled now. Only
thing User can do is either keep retrying as 'retry' is available or close the
wizard. Closing the wizard shows that the process is still in progress and will
have to follow manual steps to get the cluster back in good state. This is kind
of confusing as the process is actually completed and its just the start
services which has failed. If Complete is enabled, user can go ahead and start
the individual services from the dashboard page.
Noticed in the kerberos wizard that even if start service is failed, Complete
button is enabled.
