There was an exception in ambari-server.log but basically: we had to blow-away
the /var/run/ambari-server/stack-recommendations/* directory. Because this was
an ambari-server clean-up, the ids were being reused.
We need to handle this more gracefully because it was unclear how to proceed.
We should expect with failures/resets/clears/etc that ids might get reused for
whatever reason and we have to be able to handle.
