Following AMBARI-9993, I expect the service description from
common-services/HBASE/1.1.0.2.3/metainfo.xml to be picked up when installing
HDP-2.3 cluster. The metainfo/services/service/comment tag from that
metainfo.xml is not being used in the service description.
