In Ambari 1.7.0, we used to display a warning to the end user to create
principals/keytabs when:
* a new service is added to the cluster (Review page)
* a new host is added to the cluster (Review page)
* a new component is added to an existing host (dialog popup)
We need to bring these back when and only when the cluster is already
kerberized with "Manual" option.
