After installing new bits we usually had 'Perform Upgrade' button at the UI for
performing rolling upgrade. Now we see 'Perform Upgrade/ Reinstall packages' on
UI now. Please confirm if this is the expected behavior. If this is expected
what exactly does the Reinstall packages button do, because from the screenshot
we see bits are already installed on 3 hosts.
