the attempt of defining custom hbase.tmp.dir is defeated by the logic of
finding available mount which overwrites the custom value.
We should enhance such logic for hbase local directory so that the logic keeps
${user.name} in the value of hbase.tmp.dir config.
To accommodate future change in hbase side, any variable in the form ${xxx}
should be preserved verbatim.
