Request to add ability to disable Yarn Resource Manager HA and use normal
single Resource Manager. If experiencing network/ZooKeeper/load timeout issues
in an HA setup both RMs will shut down after being unable to contact ZooKeeper,
it's actually more robust to go back to one RM and not have total outages.
This is important for test clusters which get reconfigured often.
