When you hover over a dashboard board graph widget and *stay there* for a few
seconds, then the description of the widget shows up over the widget.
This feature is too hidden.
1. It would be better if the description showed up in the zoomed in graph.
2. When hovering on the graph, we show the legend, so display the description
there as well.
