Description:
Fix following issues found while setting up builds for Windows
1. Ambari Views dont compile on Windows.
2. Sometimes Ambari Web compilation hangs on Windows due to bug in powershell.
3. Choco/Nuget packages versioning would mean that we will need to do builds
with versioning format 2.1.0-bld123 instead of 2.1.0-123. Ref:
