1. Ambari Server fails to start with non-root user, umask 027, because the JDK
+ JCE files are not accessbile.
2. Stack Advisor fails because /var/run/ambari-server/stack-recommendations/
cannot be deleted by the non-root user
3. Ambari Agent fails to run check_db_connection test because as non-root user,
it cannot create /usr/jdk64 and hence fails to install the JAVA JDK.
