HAWQ is a SQL on Hadoop product from Pivotal
(http://pivotal.io/big-data/pivotal-hawq). HAWQ is supported on HDP and PHD
stacks today. Since there are multiple stacks supporting the same plugin, it
would make sense to include the plugin under the common-services for Stacks.
