I have an additional patch for this in which for HDP 2.1, it does not make this
change. This is because the original patch had it in common-services, which is
inherited by HDP 2.1, 2.2, and 2.3.
[~sumitmohanty], [~swagle], [~srimanth.gunturi], can you take a look at
[^AMBARI-10743.additional.patch]? It is identical to the one in
common-services, except it doesn't contain

currentWeek=org.apache.oozie.extensions.OozieELExtensions#ph2_currentWeek,

I verified this works by deploying HDP 2.1 with Ambari 2.1.
