Ozzie running with pig fail to renew JHS delegation token when RU because JHS
recovery is not enabled. This patch adds some extra logic to the original patch
for 12276. The new logic are:
* Do not mandate the path to be the same as
yarn.timeline-service.leveldb-state-store.path
* Do not perform check if upgrading from any version that is lower than 2.3.0.0
* Modified unit tests to that effect
