Fix For: 2.1.1
lets have hard-coded map for PHD stack as of now.
PHD-3.1 should fetch site_properties for HDP2.3/site_properties
PHD-3.0 should fetch site_properties for HDP-2.2/site_properties
Any version less than PHD-3.0 should fetch site_properties for
HDP2/site_properties
Please externalize the map in a file at app/data/ directory for clear isolation.
