On Storm service page, 'Service Actions' dropdown menu contains 'Add Nimbus'
item. It's present and enabled even for HDP 2.2 and earlier (while in these
cases no additional Nimbus can be installed as it has cardinality = 1 defined
for HDP 2.2-).
