Description: While deploying a stack, when the default FS (HDFS) is
replaced by an alternate HCFS then it is possible to not have hdfs-site for the
cluster. The stack deployment code for services other than HDFS should not
assume the availability of hdfs-site as the UI will also not have the means to
let user specify one.
