Step4 is fully opened after about 17-20 seconds.
Just routing to the step4 takes 6-7 seconds (but step3.next takes 3-3.5
seconds).
Other 10-13 seconds are for step4 loading/rendering (step4.connectOutlets takes
about 6-7 seconds)
