Summary: Ambari UI should not restrict core-site to be only part
of HDFS service

If a stack with support for alternate file system is deployed (HDFS is not
deployed in this case), the user interface should support the configurations
(core-site) that are part of the file system stack. It should display the
core-site and allow user to edit the configuration similar to other services
configuration files.
