Let's say a stack that is extended from HDP 2.3 marks the HDFS service as
"deleted" in the metainfo.xml, the UI should not enforce HDFS service
dependency while creating a cluster (as long as an alternate FS aka HCFS is
selected which satisfies the FS dependency with respect to other Hadoop
services).
