This has a prerequisite of https://issues.apache.org/jira/browse/AMBARI-12885
The idea here is that if multiple stacks are supported it would be better to
allow the stacks to be upgraded separately. In case the release cycles are
different. This would mean that a third party stack would need to be validated
to work with certain versions of the base stack and upgrading would only be
recommended on validated combinations.
