On component start (we've seen this with ATS in YARN, or storm nimbus server -
so it's not component specific), looks like AMbari is deleting the JCE policy
files and then unzipping again. Before the unzip is complete, the start of the
component is occurring, which then fails because the JCE is not there.
If the JCE file is in place, we should not be deleting it.
