If host bootstrap request on step 3 of installer fails, UI should show popup
with this infornation and link to reload page and retry that request certain
number of times with certain interval. The repeated request is sent to wrong
URL (root level). Hence bootstrap results aren't processed, and user can
neither proceed nor go back from the current step.
