Fix For: 2.1.3
Add a new App.supports.skipComponentStartAfterInstall flag. This will be
available via /#/experimental from Ambari Web.
With this flag turned on, Install Wizard, Add Host Wizard, and Add Service
Wizard will NOT invoke the API call to start the newly installed components.
In addition, make appropriate code changes so that experimental settings do not
go away on page refresh.
